The Kenya Sugar Board (KSB), in collaboration with the Ministry of Agriculture and Livestock Development, has published the Draft Sugar (Imports and Exports) Regulations 2025 for public consultation. These regulations are designed to enhance the management, efficiency, and transparency of sugar imports and exports, ensuring compliance with both domestic and international trade obligations.

Key Highlights of the Draft Sugar (Imports and Exports) Regulations 2025

The regulations are structured into three main parts:

1. Registration and Licensing

  • Mandatory Registration: Importers and exporters must register with the Kenya Sugar Board.
  • Licensing Procedures: Clear guidelines for obtaining and maintaining an import/export license.
  • Pre-import and Pre-export Permits: Applicants must secure approvals before importation or exportation.

2. Imports and Exports Management

  • Consignment Inspections: All imported and exported sugar must undergo inspection to ensure quality compliance.
  • Release Orders: Issuance of a release order upon verification of a sugar consignment.
  • Returns Submission: Licensed importers/exporters must submit periodic reports on their trade activities.

3. Fees and Levies

  • Sugar Development Levy: A 4% levy on imported sugar based on CIF (Cost, Insurance, and Freight) value.
  • Import/Export License Fees: A standardized fee of Ksh 200,000 for both sugar imports and exports.
